The instruction from the manufacturer were very confusing. After making a phone call to SeatKing, (the manufacturer for Toro and other companies seats) I explained the problem and their customer service was excellent. I was sent updated instructions. I had to drill the mounting holes slightly larger but it only took a second and the armrests were attached with no problem .
